When the city of Copenhagen began building protected bike lanes in the 1980s, few people expected them to change the way the city moved. Thirty years later, bicycles outnumber cars in the city centre, and nearly half of all trips to work or school are made on two wheels. The key word is "protected". Early lanes were simply painted lines on the road, and cyclists still felt ___1___ beside fast traffic. The new design separated bikes from cars with a raised curb, which made cycling feel safe enough for children and older people. City planners also noticed a second effect: shops along the protected lanes reported a rise in sales, because cyclists stopped more often than drivers did. Not every city has copied the model successfully. Where lanes were built without a continuous network, riders found themselves ___2___ at busy crossings, and many gave up. Copenhagen's advantage was that it built slowly, one street at a time, over twenty years. The city now ___3___ its experience freely: planners from more than fifty countries visit each year. Yet the lesson they take home is often misread. Copenhagen did not become a cycling city because it built bike lanes; it built bike lanes because enough people had already decided to cycle, and the city wanted to make that choice ___4___. Infrastructure followed demand, not the other way round.
