The ring road around Lyon used to be the least popular address in town. Flats along it sold at a discount, and bedroom windows faced the traffic with resignation. Then the city resurfaced the road with a new porous asphalt, and residents along the treated roads report noise levels down by about five decibels. The difference, one of them said, is like closing a door you had forgotten was open. The science is unglamorous. The new surface is full of tiny connected holes that swallow the air which tyres would otherwise compress, so the hiss of traffic simply shrinks. Engineers like the material because it can be laid during normal resurfacing without rebuilding anything, and bus drivers report less vibration inside their cabins. On the treated section, shops with open windows have even begun appearing again. Scepticism comes from the road engineers themselves, oddly enough. Within a few winters the fine surface wears down and the hiss of tyres returns. The fine texture that absorbs the sound also wears away, so the quiet is not a one-time gift but a subscription that must be renewed. The city has therefore budgeted to re-treat about half of its busy roads each year, rotating so that no street goes silent for long and then lapses back into roar. Budget officers initially resisted the programme until health economists weighed in. Heap in comparison with what heavy noise costs in sleep and health, they concluded, once disturbed sleep, blood pressure and lost concentration were priced in. Silence, it turns out, is a kind of maintenance. The quiet, like the road beneath it, has to be looked after.
