Ask visitors what a city park is worth and they will describe benches, trees and a place for children. Ask the people who never go, and the answer is harder to count. Yet economists have found that a well-kept park raises the value of nearby flats by between five and fifteen percent, and that the effect reaches several streets beyond the gates. The park is doing work for people who never enter it. This creates a familiar problem. The benefits are spread thinly over many people, while the costs — maintenance, staff, insurance — are concentrated in one budget line. When a council looks for savings, the park appears expensive and its benefits appear vague. The result is a slow decline that nobody chooses: paths are repaired less often, staff are cut, and the park becomes the kind of place people stop using, which then justifies further cuts. Some cities have broken the pattern by measuring what was previously invisible. They count visits, but also house prices, air temperature, rainwater held during storms, and the number of hours of exercise taken in the park. Once these numbers exist, the park stops being a decoration and becomes infrastructure, and budgets follow the argument rather than the other way round.
